A bit of a mind blip. Have a student where their biological mom remarried when our student was 5-6. Step-father is non-supporting. Normally would require the excpetional circumstances form, letters from student/mom/stepdad and budget from mom but... the stepdad will NOT give any of his information and/or won't provide letter etc.

My question - am I able to process a BDN-SF based on student/mom/other supporting letters without stepdad writing a letter? In all my years, have never had a case where the step-dad will not provide ANY information.
