Affidavits from local municipal offices

Recently I have been experiencing local municipal offices declining to commission affidavits for our students related to sole support parent status. They have indicated that under the new regulations, they cannot commission a created document and it must be a pre-existing Service Canada form. For example, they will commission the Statutory Declaration of Common Law Union, designed for Canada Pension Plan/OAS, or a Declaration Affirming Parentage under section 12(a) of the Children's Law Reform Act, but for anything outside of that, they are directing students to a lawyer. A sole support parent who has never been married cannot use these forms for their OSAP affidavit. The costs associated with visiting a lawyer for this service are much higher than the fees charged by a Commissioner of Oaths at a municipal office. Has anyone else ran into this barrier with your local municipality?

Hi Laura,

We have not yet had this - in speaking to our Lakehead point of contact for commissioner of oaths, he has indicated he has not heard of this. Do you know what new regulations the office is referring to?
