Denied Assistance based on Residency Requirements
Hello everyone,
I have a student that arrived in Canada January 2022 and has lived in Quebec for a bit over a year. They are now attending our school and applying for OSAP.
Student provided a print screen from Quebec student aid where it states they have to have lived there for 2 years to be eligible for funding. In this case has anyone waived the "Letter of refusal" from Quebec in order to approve the student for OSAP?

Quebec does have different requirements but we have been told in the past that even if we know that the student will be declined (for example due to the program not being eligible for Quebec aid based on their published policies), we do have to get an official refusal from them before proceeding.
